I have a 24' skipjack with a hard top. The current canvas enclosure wraps around the stainless upper rails of the top, however it dosent provide a seal above where the canvas wraps. Is there an angle or rail that would attach to the underside of the hardtop to fasten the canvas providing a positive seal across the front and corners?

It's going to be hard for me to see what you really have without some good photos, which, I would suggest you upload. When talking about making a seal my first reaction would be Xtreme Seal. With Xtreme seal you can seal canvas to a rail, fairly successfully. Here is the link, in case this might be of help.
Another option in creating a seal to metal is flex-a-rail or costa track. If this type of seal is possible, then it will provide a much more water proof seal.
